The context
Automotive components spend a long time between machining and assembly, often in a container, often across a climate boundary. A bare machined surface will flash-rust in hours at high humidity, and a rejected batch on a just-in-time line costs far more than the part.
Component-level packs go inside the carton; container-level desiccants handle the air in the box. For long ocean routes both are used together — sachets protect the part, Absorpoles or container bags stop the condensation that would otherwise overwhelm them.

Each of these has its own threshold and its own failure signature. Knowing which one you are fighting is what sets the target humidity.
