The problem
Defence stores are packed once and opened years later, often after storage through tropical or desert cycles with no intermediate servicing. The pack has to hold for the whole period, and its condition has to be assessable without breaking every seal.
Clay desiccant, which holds up better than silica gel at low temperature and carries a published composition, combined with indicator cards so a sample inspection tells you the state of the batch.
